Fiskeavtalet ger europeiska fiskare rätt att fiska utanför Marockos kust, inklusive den del som tillhör Västsahara, ett område som Marocko ockuperar sedan 1975. För att avtalet ska vara i enlighet med folkrätten ska folket i Västsahara kunna dra nytta av de avtal som rör områdets naturresurser. Det anser Sverige inte att EU-kommissionen, som har föreslagit en ettårig förlängning av avtalet, har kunnat visa.
Men för att Sverige ska kunna stoppa avtalet krävs att det bildas en blockerande minoritet på minst fyra länder i EU:s ministerråd nu på måndag. I dagsläget ser det inte ut att finnas en sådan. Danmark kommer dock att gå på Sveriges linje.
– EU-kommissionen måste visa att avtalet leder till något positivt för västsaharierna och ministerrådet måste få tid att göra en utvärdering av avtalet innan vi kan säga ja till en ettårig förlängning, säger Jakob Alvi, presstalesperson på Danmarks EU-representation i Bryssel.
Men en helskandinavisk insats för ett nej tycks det inte kunna bli. Den finländska regeringen lutar åt att antingen lägga ner sina röster eller säga ja, enligt en källa som har insyn i den finska regeringens position.
– Egentligen har vi inga förhoppningar alls om att stoppa det här avtalet, säger Anna-Karin Nyman.
I ett ovanligt partiöverskridande initiativ krävde i dag 15 av Sveriges 18 EU-parlamentariker i en artikel på DN Debatt att Sverige röstar nej till att EU förlänger fiskeavtalet med Marocko på grund av landets ockupation av Västsahara. Tre EU-parlamentariker – Anna-Maria Corazza Bildt (M), Alf Svensson (KD) och Christian Engström (PP) valde att inte skriva under uppropet, som även organisationen Emmaus står bakom.
Anna-Maria Corazza Bildt säger till Europaportalen att hon av princip inte kommenterar vad Sverige ska göra i utrikesfrågor.
– Det är ganska uppenbart varför jag inte gör det.
Flera av dina partikamrater i EU-parlamentet har skrivit under.
– Ja, men det finns en skillnad mellan dem och mig.
Vilken då?
– Det är ganska uppenbart för alla, jag behöver inte säga mer än så, säger Anna Maria Corazza Bildt.
Christian Engström från Piratpartiet låter hälsa att partiet inte har någon officiell åsikt i frågan eftersom det inte rör partiets kärnfrågor. Om frågan skulle komma upp i parlamentet röstar Engström enligt den Gröna gruppens linje.
Alf Svensson säger att artikeln inte nådde honom innan det var försent.
– Jag fick inte se den slutgiltiga artikeln i tid så jag hann inte skriva under, säger Alf Svensson.

The Moroccan government is willing to do everything possible to ensure that the conflict over Western Sahara to end but in the context of autonomy and respect its territorial integrity. It urges that the humanitarian help actually reaches the beneficiaries.
