Stölder stoppar handel med utsläppsrätter
20 januari 2011 | Osäkra systemFem EU-länders system för handel med utsläppsländer har under de senaste dagarna utsatts för hackerattacker, något som tros vara försök att stjäla utsläpprätter. De 14 medlemsländer som fortfarande inte anpassat sina säkerhetssystem uppmanas av kommissionen att åtgärda det här snarast.
Under de senaste dagarna har attacker utförts mot Österrike, följt av Tjeckien, Grekland, Polen och Estland.
– I nuläget betraktar vi det här som stölder, inte sabotage. Det är också möjligt att det är en samordnad aktion eftersom de senaste händelserna skedde inom fem dagar, sade klimatkommionärens talesperson Maria Kokkonen på en pressträff i Bryssel idag.
Enligt kommissionen handlar det om maximalt 2 miljoner utsläppsrätter värda 14 euro styck som försvunnit. Bara Tjeckiens stulna rätter är värda 7 miljoner euro. Stölderna tros ske genom att hackare kapar andras identiteter. Utsläppsrätterna har alla sitt unika serienummer och går alltså att identifiera, men det verkar inte hindra att det finns ett marknadsvärde för stulna rätter, vilket har ökat i takt med att utsläppshandeln växt de senaste åren.
– Vi vet att stulna utsläppsrätter säljs vidare inom de närmsta timmarna för att stölden inte ska upptäckas med en gång, sade Kokkonen.
Första gången det rapporterades om attacker mot handeln med utsläppsrätter var för ett år sedan, och sedan dess har kommissionen uppgraderat sina säkerhetsrekommendationer till medlemsländerna, som själva ansvarar för sina nationella handelsstystem. Men fortfarande har fler än häften att EU-länderna inte följt uppmaningen, och det är några av dem som nu utsatts för nätattacker.
Så småningom ska handeln med utsläppsrätter skötas genom ett EU-gemensamt system, men dit är det ännu en bit kvar.
Jo Leinen, ordförande för miljöutskottet i EU-parlamentet, kritiserade det som inträffat.
– Systemet med utsläppshandel är kärnan i EU:s klimatpolitik. Det är oacceptabelt att det fortfarande finns så stora säkerhetsskillnader och att systemet är så känsligt, sade han.
Imorgon ska medlemsstaternas experter i klimatkommittén mötas och diskutera frågan. EU-länderna uppmanas att under de närmsta dagarna meddela kommissionen vilka åtgärder de kommer vidta för att öka säkerheten i sina system för utsläppshandel.
– Ju fortare medlemsstaterna åtgärdar säkerheten, desto fortare kan vi öppna marknaden igen, sade Maria Kokkonen.
